   An act to repeal and add Section 18993.9 of the Welfare and
Institutions Code, relating to health.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 878, Cardenas.  Health:  youth pregnancies:  Community
Challenge Grant Program.
   Existing law establishes the Community Challenge Grant Program,
administered by the State Department of Health Services, in order to
provide community challenge grants to reduce the number of teenage
and unwed pregnancies.  The provisions of this program are operative
until July 1, 2000, and would be repealed on January 1, 2001.
   This bill would delete the repeal of these provisions, thereby
extending the Community Challenge Grant Program indefinitely, but
would limit implementation of the program to the extent that funds
are appropriated in the Budget Act.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 18993.9 of the Welfare and Institutions Code is
repealed.
  SEC. 2.  Section 18993.9 is added to the Welfare and Institutions
Code, to read:
   18993.9.  The program provided for under this chapter shall be
implemented only to the extent that funds are appropriated in the
Budget Act.
